We tend to see these tutorials not in English so here is a fabulous Spandex over Foam Tutorial from Ruffle Butt Cosplay.
While the tutorial is made with Spandex, you can definitely use it with 2-way or 4-way stretch vinyl.

Costume Retrospective: 2012
If there was a year where it was clear that I’m running out of places to show-off my hobby, it was 2012.
Case in point, 3 of the 7 items here were made for games: The Doughnut Master with his fantastic doughnut hat was made for runs of my ridiculous game Doughnuts & Dragons. The “Employee of D/OOM” (Defensive/Offensive Ordinance & Manpower) outfit—complete with nametag—was made for my aborted game Working For D/OOM. And Chubbs, Chubbs was made specifically for a Bulldogs! game.
Only the puppet was made for the LARP.
Our Halloween in February party saw the creation of that mask, which, while cool-looking, was far too uncomfortable to wear. Green Arrow was actually just finishing something that had been started years ago. Despite how cool that costume looks, it has yet to be worn since its completion.
Captain Thunderclap was made for an appearance at Balticon, and remains my favorite non-puppet costume of the year. The costume needs an overhaul, but I had such a good time being the irrepressibly upbeat character I can’t help but think of it fondly. Plus, that hammer is awesome.
The last costume of the year was The Rook, for JR Blackwell’s Heroine photoshoot. It’s an original character, made with JR for a specific, artistic purpose. Perhaps more than anything else, this looks to be shape of my costuming to come.
